³² “How then will one answer the ^(A)messengers of the nation?
That ^(B)the Lord has founded Zion,
And ^(C)the afflicted of His people will seek refuge in it.”

“^(A)Behold, I am laying in Zion a stone, a tested ^(B)stone,
A costly cornerstone for the foundation, ^[b]firmly placed.
He who believes in it will not be ^[c]disturbed.

²⁸ “It is I who says of ^(A)Cyrus, ‘He is My shepherd!
And he will perform all My desire.’
And ^[a]he declares of Jerusalem, ‘^(B)She will be built,’
And of the temple, ‘^[b]Your foundation will be laid.’”
